Dr Françoise ROURE, economist, chairs the Committee on "Technologies and Society" of the French High Council for Industry, Energy and Technologies. She has been elected Chairperson of the OECD Working Party on Nanotechnology (WPN) and chairs this Committee since the 1st of January 2011, under the Committee for Science and Technology Policy (CSTP) in charge of synthetic biology and converging technologies. She represents France to the International Dialogue on Responsible Development of Nanosciences and Nanotechnologies since 2004 and advises the European Commission on this issue. She chairs the European Observatory Nano Governing Board since November 2009.
With Professor Jean-Pierre Dupuy, she is co-author of a report on "Nanotechnologies, ethics and industrial foresight". She took part to the European Commission's High Level Expert Group addressing the 2020 Next Technology Wave (CTeks report as an answer to the NSF report on NBIC for human enhancement). Previously, she served as Secretary General of the French National Regulatory Authority for electronic communications, and as Head of Unit for International and European Relations within the Directorate General for Energy and Raw Materials of the Ministry in charge of Industry and Trade.

She coordinated a publication of Réalités industrielles - Annales des mines, "From nanotechnology to synthetic biology : towards a responsible innovation" (2010). She presented an keynote lecture on Synthetic Biology Governance issues, lessons learned from Nanotechnologies, at an event around Synthetic Biology organized by the European Commission in March 2010.
She holds two PhDs, in Industrial economics and international economics, from University Paris-I Pantheon Sorbonne.
