Hélène Duchêne is director of Mobility and Attractiveness at the French Ministry of Foreign and European Affairs since 2008. She is in charge of international cooperation in research and education fields, designing and managing cooperation programs in higher education and research.
Previously, she has been a counselor to the permanent mission of France to the European Union in Brussels from 1995 to 1999. She was also a counselor to the permanent mission of France to the United Nations in Geneva from 1999 to 2002. Following this, she was a technical counselor for european and international relations at the Ministry of Culture from 2002 to 2004, and then she was appointed deputy permanent representative to the North Atlantic Council from 2004 to 2008.
After obtaining a master in french literature, she graduated from the Institut d'Etudes Politiques de Paris in 1986, the Ecole Normale Supérieure in 1987 and the Ecole Nationale d'Administration in 1989.
